Make the governed Classic Linux image a deterministic, public shader-capable
build and coverage environment. The image will provide the qualified DXC and
SPIRV-Cross tools needed by Classic's GPU shader pipeline, while retaining
immutable image publication and fork-safe validation boundaries.
