Add process dump smoke and Windows package workflows

Summary

• add DbgHelp-backed process dump creation, dump inspection, and target dump commands
• add a Windows process dump smoke-test workflow using ping.exe
• add a Windows packaging workflow for x64 and cross-compiled ARM64 ZIP artifacts with runtime DLLs
• update GitHub Actions to Node 24-compatible action versions
• make xtask packaging target-aware and support static MSVC CRT native bridge builds
