Closes the EPP-F01B post-merge lease-identity defect without changing readiness or benchmark results. Revision 78 releases the implementation lease, records PR #115 merge identity, and remains blocked pending green dev verification. The single bounded correction makes the program-status projector render a legitimate blocked/no-lease lane honestly instead of rejecting the snapshot. Local dev push gate passed: 438 broad tests, 131 native tests, 311 program-control tests, focused gate/security checks, Ruff, formatting, MyPy, and strict MkDocs. Docker-backed Gitleaks was unavailable locally; GitHub security CI remains authoritative. No direct dev push, dependency, benchmark, publication, or release.
