Implements EPP-F02 as one bounded customer-visible slice: a packaged canonical process definition, read-only API, accessible text and diagram view, fail-closed recovery, package/native lifecycle coverage, and governed program evidence. All 19 tasks are complete. Exact product candidate e9bfaea passed Windows and GB10 independent verification. Final clean tip 75fa690 passed Wright's complete fast push gate, including API 417/1, tool registry 395/395, broad 405/38, program control 312/1, web 84/84, Chromium 8/8, production build, and strict docs. Benchmark remains 0/100 and release eligibility remains false. No release or production action is included.
