mark classes that have test case but no test plan annotation as ignored

• jcenter() does not work anymore since February 1, 2022.
• to make reflection work for finding classes with test cases but no test plan annotation, wiremock-standalone must be compile dependency
• added more exceptions that indicate JUnit initialization errors
