adds support to pass the value #EXTVLCOPT line to the m3u output from the database, requires the provider_channel_m3u patch to work (it loads #EXTVLCOPT from source to the DB). I tested it with daddylive pluggin enabled, and with a itpv client in PC and Android, haven't tried with tvheadend
