docs(readme): update the roadmap for 0.8.0 - #178

The old roadmap still described the operating backlog as the main work ahead; it is now essentially complete. Rewritten to reflect where the project actually stands: the two hardware-gated items (audio character, DVR/message centre) with the specific question each waits on, the remaining bring-up, the deferred lower-priority items, and the Phase 2/3 CAT server.
