Adds a root-level README.md giving an overview of the project (architecture, quick start via Docker, local dev commands for frontend/backend, testing, tech stack) and links out to the more detailed docs (AGENTS.md files, docs/DATABASE.md, docs/PLAN.md). Previously the repo had no root README, only a minimal frontend/README.md stub.
