Promotes staged validation hooks and adds a guarded installer for commit trailers. CI cancels stale runs and updates jdx/mise-action; Makefile and ignore rules are more robust.

  • CI: add workflow concurrency, use WHAT=apply for gen/fmt/fix, and bump jdx/mise-action to v4.2.3.
  • Tooling: safer Makefile project selection at the repo root and resilient submodule checks for shallow clones; ignore top-level .agents/.
