ci: run checks on PRs into feat/* integration branches - #59

Series work (first: FLO-107's feat/flo-107-vopr) integrates on a feat/* branch and merges to dev once, so PRs into those branches need the same CI gate as dev's. Push triggers stay dev/main — head-branch pushes are already covered by their pull_request runs.
