Org-wide Warden already runs on PRs. Add a repo-local skill that only checks for missed API docs updates and inaccurate new documentation, so rustdoc/README drift is caught without a broad docs style review. Closes #1197 Co-authored-by: Daniel Szoke <szokeasaurusrex@users.noreply.github.com>
