The idea is that the first click selects a contiguous block and the next click selects a line within it. Another click on a single line selects the block again. Dragging should work at any time.

POC for GB-1589. This entire thing has been quickly clanked out. If we agree on direction I'll delete this and start from scratch, so I wouldn't bother looking at the diff. 🤠
