Upgrades the Docker base image from Ubuntu 20.04 to 22.04 to resolve package resolution issues for Python 3.11 from the deadsnakes PPA. This fixes the Docker build failure reported in #19. PiperOrigin-RevId: 938691768

Upgrades the Docker base image from Ubuntu 20.04 to 22.04 to resolve package

This fixes the Docker build failure reported in #19.
