This is change 2/8 demonstrating a high-level FHE kernel preservation for eval_chebyshev. It adds backend configuration to inform HEIR whether the backend has a special API/kernel for eval_chebyshev. This will be used to branch on a lowering path. PiperOrigin-RevId: 958763399
