This pull request updates the pipeline-state.json configuration to enable automatic release automation for several libraries, including Google.Cloud.Logging.Log4Net, Google.Cloud.Diagnostics, Google.Cloud.ConfigDelivery (V1 and V1Beta), Google.Cloud.LicenseManager.V1, Google.Maps.Geocode.V4, and Google.Cloud.GeminiDataAnalytics.V1. The releaseAutomationLevel for these components has been changed from AUTOMATION_LEVEL_BLOCKED to AUTOMATION_LEVEL_AUTOMATIC. I have no feedback to provide.
