+# PR Remediation Run — 2026-07-29
+
+Runbook: PR Remediation & Publish Runbook (RASOR). GitHub surface: `github-mcp`
+(PR read + comment + merge). Scan performed against `groupthinking/eventrelay`,
+oldest-first. Auto-merge policy: `label:automerge` (no open PR carries it) → every
+merge to protected `main` remains a human gate by design.

+## Loop decision
+
+**More autonomous work available: no.** Every one of the 36 open PRs is a draft; not
+a single ready/non-draft PR exists this cycle. The remediation loop cannot advance any
+PR to `MERGED` without a human, because the repo's own `agent-completion/truth-gate`
+fails on `draft_pr` + `missing_copilot_current_head_review` by design, and every PR
+body states no merge or production mutation is authorized. Branch policy additionally
+forbids pushing fixes to the app-owned / other-agent branches these PRs live on.
+
+The three substantive PRs (#831, #1049, #1075) are code-complete with review threads
+addressed; they need the owner to (a) mark them ready and (b) obtain the current-head
+Copilot review the gate requires. Recommend the loop idle until a draft flips to ready
