Surface runtime seed run config traceability

Summary

• add Runtime history seed run_config traceability to Lab Runtime Intelligence risk rows
• gate EdgeEnv telemetry history and handoff fixtures for preserved seed run_config snapshots
• update Runtime Intelligence docs and smoke tests for the Runtime -> EdgeEnv -> Lab handoff
