Preserve runtime seed run config in Lab chain

Summary

• update the committed Runtime Intelligence AIGuard artifact with EdgeEnv history seed run_config traceability
• assert Lab ingests the AIGuard raw context and candidate summary run_config markers end-to-end
• keep the change limited to local-first evidence traceability; no Lab deployment policy ownership change
