Surface AIGuard run_config traceability in Lab reports

Summary

• add a Runtime Intelligence Risk Summary row for AIGuard runtime history seed run_config traceability evidence
• update the committed Runtime Intelligence chain guard artifact with the new evidence type
• extend Markdown/HTML report and cross-repo smoke assertions
