Harden run_config traceability gates

Summary

• require AIGuard runtime_history_seed_run_config_traceability evidence in the Runtime Intelligence bundle manifest gate
• require the run_config traceability row/evidence marker in report and CI artifact gates
• update Runtime Intelligence docs and add positive/negative gate coverage
