Summary

• replaces the standalone phase-orchestrator with the complete five-skill workflow
• adds write-phase-plan, phase-implementer, phase-reviewer, and phase-final-reviewer
• preserves the upstream MIT license and provenance at kousun12/code-orchestrator commit 989e49ba7b0d8cb922010272abe6748dd68a4adb

Validation

• Repository-native validation passed for the task tree. Required PR CI revalidates the current-main result.
• YAML, attribution, provenance, required files, and task-only paths passed the 39-repository fleet audit.
