release: recover HRA CLI as v0.1.1

Summary

• preserves the immutable failed v0.1.0 tag/run as historical evidence and advances the unreleased CLI to v0.1.1
• copies CI Linux authority-supervisor prerequisites into release verification and exact-artifact acceptance, with fail-closed drift/order tests
• keeps hosted/canonical-alias v0.1.0 authority unchanged while updating only active local CLI, installer, provenance, and public release surfaces
• corrects artifact-only release notes and reseals the reviewed package inventory

Validation

• exact two-ref release rehearsal: 2,160 tests / 112,650 expectations
• lint, TypeScript, generated-site parity, production build, and registry-ready package policy
• transactional installer: 27/27 outside sandbox
• install normalizer: 19/19 outside sandbox
• isolated local/global package install, PTY restoration, and daemon lifecycle
• independent release review: no code blockers

The v0.1.0 tag is not modified or retried. No npm package, GitHub Release, or hosted provider mutation is performed by this PR.
