fix(libsql): fence abandoned working spaces

Summary

• add one-shot libSQL working-space purge that atomically tombstones reservations abandoned before authority creation
• arbitrate delayed creation and purge in the same authority transaction without granting purge custody space/binding creation
• verify complete purge state, coherent race recovery, idempotent receipts, and corrupt-payload rollback
• publish the additive API and v0.2.2 package/site/skill documentation

Verification

• bun run check — 143 tests, 1,498 assertions; Node portability and generated artifacts
• packed tarball imports across Bun and portable Node subpaths; packaged CLI help/version
• site: bun run build — production build and runtime acceptance
• independent adversarial review: GO after atomicity and recovery-race fixes

No Cozo dependency or runtime was added. Suss remains an optional exact differential adapter only.
