Persists a bounded cleanup-required read result when authenticated web-session admission fails before dispatch. R1 reads now retain a final receipt, preserve the last good snapshot, produce structured CLI JSON, and remain categorically non-retryable; R2 and R3 plan-reuse behavior remains unchanged. Coverage includes retained cleanup claims, unsafe admission storage, zero executor dispatch, receipt persistence, path redaction, read-client retention, and CLI exit behavior. Validation: full bun run check passed, including 3,348 broad tests with one intentional skip, 18 Omni tests, package smoke, and standalone smoke. Independent source and adversarial review found no P0-P2 issues.
