Bumps ENGINE_SDK_VERSION 1.11.2 -> 1.11.3 to exercise the
Tag Release/Create Releaseworkflows end-to-end (tag v1.11.2 already exists, so a version bump is needed for Tag Release to succeed). Has thereleaselabel applied.
