Move Linux workflows from Ubuntu 22.04 to the current stable GitHub-hosted Ubuntu 24.04 image and switch Posit Package Manager binary repositories from Jammy to Noble. Replace mutable action tags with immutable full commit SHAs for actions/checkout, r-lib/actions, and codecov/codecov-action, retaining version comments for reviewability. Allow space indentation in workflow YAML files through .gitattributes.
