Custom pre-commit hooks.

Currently hosting:

1. check-version-bumped - A hook to verify a python package's version has been bumped if changes exist.
2. only-module-imports - A hook to verify only modules are imported.
3. copyright-checker - A hook to check file copyrights are up-to-date.
