Distinguish Timeout from Fail in Attestation Success Rate#11

Timeout agents (push-mode state 103) represent agents that stopped responding, which is operationally distinct from explicit attestation failures. Separating them in the Success Rate visualization (orange vs red) helps operators triage at a glance. SRS: FR-001 adds color distinction requirement and Gherkin scenario; FR-024 adds timed-out KPI, three-category bar chart, and scenario. SDD: 3.7.2 splits Failed/Timed-Out rows and updates the formula. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com> Signed-off-by: Sergio Arroutbi <sarroutb@redhat.com>
