Mirror FR-064 (Verifier metrics) for the Keylime Registrar: probe-based reachability, API latency, registered agent count, and registration throughput. Acknowledge NFR-017 circuit breaker is Verifier-only. Update SDD traceability matrix, API route tree, and frontend routing.
