Description

Updates our documentation on adding a new environment to reflect updated behavior. Namely:

• You can choose which environment your new environment will be inserted after; it doesn't necessarily have to land one level below production
• The new environment will be seeded with any committed versioned resources from the preceding environment. Other configurations and variables will need to be set. These are now enumerated
