- Add GH_REPO to update-release job so gh CLI can target the repo without a checkout step (root cause of notes not updating)
- Upgrade docker actions to setup-buildx-action@v4, login-action@v4, metadata-action@v6, build-push-action@v7 (Node 20 deprecation)
- Use ENV key=value format in Dockerfile (legacy format warnings)
