P1 Badge Regenerate the Rust license inventory after the bump

When CI runs the Rust inventory check in .github/workflows/ci.yml, scripts/check-dependency-inventory.mjs --rust derives anyhow 1.0.104 from the locked Cargo tree, but THIRD_PARTY_LICENSES_RUST.txt still contains only anyhow 1.0.103. The checker treats missing versions as fatal, so the required rust-format job and both bundle-smoke jobs will fail until the report is regenerated and committed.
