With keyring locked at 4.1.5, THIRD_PARTY_LICENSES_RUST.txt still inventories 4.1.4 (including its license-text mapping). The mandatory Rust inventory check in .github/workflows/ci.yml:108 compares the target dependency trees against that report, so it detects 4.1.5 as missing and fails CI; supported installers would also receive the stale report. Regenerate and commit THIRD_PARTY_LICENSES_RUST.txt with this lockfile update.
