Drop fully blank placeholder rows during long-panel dedupe while preserving failures for real blank key fields. Validate Stage 05 stitched temp output before replacing the final panel and document the 2004 DFR dictionary ambiguity overrides. Co-Authored-By: Codex <noreply@anthropic.com>
