Upgrade GitHub Actions to
jdx/mise-actionv4.2.5 to reduce flaky CI by retrying mise downloads after transient network failures. Previously the setup failed after a single attempt; it now retries up to five times with short pauses while keeping checksum/signature verification unchanged.ci.ymlandci-matrix.yml.Written for commit 04a21aa.
