weather: geocoding validation for location#2238

Replaces the stub validateLocation (which accepted any non-empty string) with a real implementation that calls the Open-Meteo geocoding API, and adds test coverage in testWeatherSimple.mjs for both valid cities/zip codes and invalid inputs. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
