Remove dead Windows code

Summary

• Remove unused Windows modules, profiles, scripts, data, and the registry ACL dependency.
• Consolidate the four ARM64 Azure role manifests in one shared role.
• Deduplicate common Windows Kitchen and Serverspec coverage while preserving suite-specific tests.
• Preserve the operational comments for automatic restore, first-boot order, cache-drive timing, tester requirements, and copied repository ownership.
• Keep the macOS and Linux cleanup in Remove dead macOS and Linux code #1363.

Validation

• rv run r10k puppetfile check
• rv run puppet parser validate on changed Puppet manifests
• rv run puppet-lint on changed Puppet manifests
• rv run ruby -c on changed Serverspec files
• Parse changed YAML files
• Render and parse the Windows Kitchen configuration for all affected roles
• Parse the current PowerShell file with pwsh
• git diff --check
• Verify that merging this branch with Remove dead macOS and Linux code #1363 produces the exact original cleanup tree
