Bazel tries the pin's URLs in order and the sha256 keeps both honest; the month's file is mirrored as a release asset named for the month, and the pin-bump steps live on the pin.

Closes #1478. The month's DB-IP file is mirrored as a release asset on this repo (dbip-country-lite-2026-09, same sha256 as the pin) and listed as the second URL on the http_file, so the stats image still builds if download.db-ip.com is unreachable. The pin-bump steps for a new month are written on the pin.
