[internal] Remove dead popup focus and dismiss paths

This removes unused popup focus and dismiss code paths.

Changes

• Removed the unused referencePressEvent option path from useDismiss.
• Removed the unused FloatingFocusManager custom order branch.
• Removed unused markOthers support for inert, markerIgnoreElements, and supportsInert.
