Add Wavecleaver wavetable tool (Cem Uzunoglu)

Summary

Adds Wavecleaver — a standalone tool that automatically builds wavetables from sampled instruments. GPL-3.0, Linux/Mac/Windows.

Release assets are bare, extensionless executables (a Rust/Go-style raw cross-compiled binary convention) with no contains hint in the filename — dev:fetch correctly identified the platforms from the filename but flagged contains as unknown; confirmed each with file and filled in elf/app/exe by hand.
