Restore the Tutor concept label directive
This stray h turns the reStructuredText target into plain text instead of defining Tutor Concept (Operator), so every existing :ref: to that label becomes unresolved during the Sphinx build. I checked repo-wide references with rg, and this label is used from multiple pages including source/site_ops/index.rst and Tutor quickstarts, so this typo breaks cross-reference generation rather than only changing rendered text.
