This is a maintenance release to bring the action environment in line with GitHub recommendations for node@24 (thanks @​Muckenbatscher) and upgrade the semver and @actions dependencies to the latest. Finally, some development environment cleanup by removing some unused dependencies and resolving any npm audit issues.
