Description:
This PR adds a comprehensive ExaDB-D (ExaCS) skill for managing Oracle Exadata Database Service on Dedicated Infrastructure through direct OCI MCP operations.

The skill supports the full ExaDB-D resource hierarchy:

• Cloud Exadata Infrastructure
• Cloud VM Clusters
• DB Homes
• Databases/CDBs
• Pluggable Databases/PDBs
• ExaDB-D database backups
  Key capabilities include:
• Guided required and optional parameter collection.
• Hierarchy-aware create, update, scale, move, delete, inspect, and list flows.
• OCI MCP live validation and dry-run support where available.
• Explicit confirmation before impactful actions.
• Safe handling of runtime secrets.
• Clear boundaries and dependency handoffs for compartments, VCNs, subnets, and NSGs.
• Guardrails against unsupported service families, invented values, and unsafe destructive operations.
