release-please opens the release PR with only version.txt bumped, and update-plugin-version.yml syncs the plugin headers and the readme in a second push. The versions job therefore ran against a tree whose carriers could not agree yet, and failed on every release PR before turning green on the next push - which is exactly what happened on #2. The check still guards ordinary pull requests, and the release workflow runs the same script before deploying, where a mismatch aborts rather than reports.
