Adds a
Compliance Checkjob that fails the build if any file in this repository has no owner inCODEOWNERS..gitignore. The validator requires one because it filters ignored files out of the ownership scan.This repository passes the check today, so nothing is blocked by merging it — the job only starts failing if a future change adds files no team owns.
Part of APM-31: keeping CODEOWNERS coverage from regressing after the org-wide rollout. Repos already on
gha-shared-cirun this check as part of their shared CI; this adds the same check, pinned to the same action version, for repos that do not.
