Without a cdt entry in rawprogram0.xml, the flash tool skips writing cdt.bin to eMMC Boot Area Partition 1. Add cdt and last_parti on --phys-part=1, following the same pattern used by platforms/iq-8275-evk/emmc/partitions.conf. Signed-off-by: fangwu <fang.wu@oss.qualcomm.com>
