`cuvs-lucene` has moved into `cuvs` at `java/cuvs-lucene` (NVIDIA/cuvs#2353). `NVIDIA/cuvs-lucene` is no longer actively developed and will be archived after the 26.10 code freeze, so the nightly is building an unmaintained snapshot. Closes rapidsai#130
