Add ref.test.ts to the implementation checklist and file structure, and document how to verify each locale matches ref.ts so missing or stale keys are caught in CI instead of at runtime. Signed-off-by: Marek Libra <marek.libra@gmail.com>

Running these tests is fast and removes a lot of pain later.
