Add version 1.22.0 As of 1.22.0, upstream includes a NOTICE file containing all relevant 3rd-party licenses, so indicate that. Also tweak the licensing field to match the typical license naming convention, and mention our decision to skip a maxpool test with a link to the upstream issue tracker for why.
