Use repo config for bench GitLab job URLs and summary regex

• Build bench status check job URLs from gitlab_domain, gitlab_owner, and gitlab_repo in repo config instead of hardcoded Rocq GitLab paths.
• Build the pipeline-summary bench job link regex from the same coordinates and bench_job.
• Handle missing GitLab coordinates cleanly: skip bench status updates with a log message; post an error comment when @bench cannot run.
• Pass repo config from bot.ml into the GitLab/GitHub webhook handlers so bench code can read each repo's GitLab settings.
